Following receipt of an unconfirmed email regarding potential unmanned aerial activity in the greater St Petersburg metropolitan area, municipal authorities have implemented comprehensive defensive measures effective immediately.

All retail grocery establishments have been retrofitted as emergency shelter facilities per Protocol 847-B. The conversion process involved the relocation of perishable goods to storage areas and the installation of hand-written signage indicating “Shelter Capacity: 40 persons.” Residents are advised that shelf-stable items remain available for purchase during business hours, though checkout procedures have been suspended indefinitely.

The state of emergency was declared following a routine communications error wherein a routine operational briefing regarding drone surveillance capabilities was transmitted to civilian municipal channels rather than the intended internal distribution list. Clarification emails sent on June 5 at 14:37 local time did not reach the majority of the population, as the municipal alert system had been configured to forward all messages to a shared inbox managed by a contractor whose employment was terminated in March.
