OFFICE OF INSTITUTIONAL COMMUNICATIONS Date: July 22, 2026 Reference: PMO/SEC/2026/7847
Following increased activity at the Prime Minister’s residence over the past seventy-two hours, the Ministry of Internal Affairs has issued the following statement regarding the classification and management of the current situation.
Persons engaged in organised assembly activities outside the official residence have been reclassified as “mobile organic vectors” under Emergency Protocol 44-B. This reclassification does not constitute a change in their legal status but reflects the operational reality that these individuals are now being managed through pest control frameworks rather than standard crowd management procedures.
The Congress party’s Tuesday demonstration has been documented as a coordinated infestation event. Preliminary assessments indicate the swarm exhibits characteristics typical of organised pest behaviour: coordinated movement patterns, repetitive vocalisation, and sustained pressure on structural perimeters.
The Delhi Pest Suppression Task Force has activated Level 3 containment measures. All exits from the residence remain sealed. Fumigation schedules are being coordinated with the meteorological department to ensure optimal dispersal conditions.
Citizens are advised that this situation, while unprecedented in scale, remains within manageable parameters. The institutional framework designed to address such events continues to function according to established protocols. Democratic processes are not threatened by insects, animate or otherwise.
Further updates will be issued as the infestation evolves.
