Following the compromise of Ukraine’s national air raid alert application, the Air Force has confirmed that users received a notification stating that radiation levels had exceeded safe thresholds. The notification was not accurate. Public information staff have been advised to direct enquiries to the helpline, where callers are reminded that the event has been reclassified as a technical incident.
Hours later, Russian authorities stated that their own alert application had also been compromised, with fabricated warnings delivered to devices across the country. The two incidents are not being described as related. Both are being described as under management.
Analysts within the Office of Digital Diplomacy have noted that the situation presents a useful opportunity. Each party now holds a demonstration that the other’s warning system is fallible, which the Office considers a sound basis for dialogue. A working group on mutual alert verification has been proposed, pending agreement on which application will be consulted first.
Developers of both applications have been invited to attend the next round of talks in an advisory capacity. Their attendance is expected to be the most productive element of the process.
