The Kremlin has declined to comment on a proposed ceasefire covering energy infrastructure, a position the Office of Non-Verbal State Communication described on Monday as a considered statement of intent, performed in full. Ukraine’s president has said he would sign such an agreement. Russia has said little, and the Office has confirmed that this is by design.
According to a briefing circulated to accredited correspondents, the position was communicated through a sequence of measured gestures at a diplomatic reception. These included a slow turn of the wrist, a pause of approximately eleven seconds, and the deliberate straightening of a tie. The Office’s interpretation unit has classified the wrist turn as provisional acceptance, the pause as reservation, and the tie as a reference to the previous round of talks, which has not been formally closed.
When asked whether the performance constituted a counteroffer, a spokesperson replied that all movements were within the agreed vocabulary of the format and that no further clarification would be issued. Negotiators on the American side have been invited to review the footage for a second reading. The Office has requested that no member of the public attempt the wrist turn at home pending review.
