HAVANA — Following the departure of prominent dissident Luis Manuel Otero Alcántara to the United States, the Cuban Ministry of Interior Affairs has issued Directive 2026-447 establishing the Political Dissident Replacement Initiative (PDRI), effective immediately.
The program addresses what officials characterize as a “strategic gap in the regime’s operational capacity to manage internal dissent narratives.” According to an internal briefing document obtained through standard channels, the ministry has begun recruiting and training replacement dissidents from a vetted pool of state security personnel to assume the public-facing roles vacated by actual exiled dissidents.
The replacement dissidents will be required to maintain consistent messaging protocols, appear at designated protest locations, and issue statements through approved channels. Training modules include credential authentication, photographic documentation procedures, and social media engagement best practices. Trainees are instructed to demonstrate “authentic-appearing frustration” while remaining within operational parameters established by the Communications Directorate.
The ministry estimates that one trained replacement dissident can effectively substitute for three to five departed activists, reducing administrative overhead while preserving the appearance of grassroots opposition. Performance metrics will be evaluated quarterly, with particular attention to international media visibility and NGO monitoring accuracy.
Officials note that the program represents a cost-effective alternative to addressing underlying grievances, and that all replacement personnel will receive comprehensive identity documentation, media training, and psychological support. A spokesperson confirmed that the initiative aligns with existing institutional frameworks and requires no legislative amendments.
